Concerning the Police

  1. General attitude:
    1. Be polite
    2. Go out of your way to show courtesy, but you donā€™t need to comply with obviously illegal orders unless your safety is threatened.
    3. Firm in your conviction that you are here legally
    4. Know your rights
    5. Learn from other settlers how to handle police encounters.
    6. Watch for signs of trouble. If there is any hint of them being not polite or doing something you wonā€™t like - start videotaping.
  2. If they tell you to stop, stop videotaping their faces, but do videotape their actions. Tell them you are making the recording for your own safety and YOU WILL NOT publish your recording anywhere, especially not on social media.
  3. Take selfies with the police! Often! If you feel like the police are friendly, or the situation seems to be perfect for a selfie, do it! But always ask first.
  4. Donā€™t wander Liberland alone - always at least in pairs. Also, donā€™t enter or exit Liberland alone.
  5. If riding a bike after sunset or in conditions of low visibility: Have functioning lights turned on and wear a reflex vest for your safety and the safety of others and also to not get fined by the Police.
  6. I will take the best care of all borrowed things and always return them to the owner or to the person I borrowed them from.

ID check

  1. Tell your name and answer reasonable questions, which means questions that donā€™t feel obviously personally degrading or insulting; when in doubt, ask your colleagues; if both or all agree that it is degrading or insulting, the question is not reasonable.
  2. If possible: Ask to see their badge in order to verify their badge number - insist: this is your right!
  3. Show ID;
  4. where asked, give ID.
  5. If possible, write down their name and badge number.
  6. If they give a badge number we donā€™t have a photo of: Try to get their photo without them seeing you to prevent escalation.
  7. Add 5 LLM to the policemanā€™s account
  8. Subtract 10 LLM from bad police officers

Refusal of Police to Identify Themselves

Not for newcomers or for people who are alone. Donā€™t risk antagonising the police over badge numbers upon your first encounters.

  1. If they donā€™t give badge numbers or give obviously fake badge numbers, always videotape, including faces.
  2. Inform them that this is your right to know this, but be polite and patient
  3. If they do other things, tell them that, given they didnā€™t identify themselves, you arenā€™t sure they are police, doubly so given their behaviourā€¦
  4. ā€¦ try to slowly step away, showing in all things that you are afraid of them.
  5. Donā€™t be arrogant; act as if you encountered volatile, potentially violent thugs. Deescalate.
  6. Report to [email protected] to Subtract 10 LLM from their account for failure to identify.

Holding Longer Than 5 Minutes / Police Arrest

  1. If the police hold you longer than 5 minutes, complain to the policeman.
  2. Continue asking for badge numbers - you have the right to do so!
  3. If the police hold you for longer than an hour, call the ā€œnormalā€ police (112), and report harassment and discrimination based on association
  4. Also, call your embassy and visibly and loudly report that as a national of your country, you are being unlawfully held in Croatia by Croatian police.
  5. Subtract one merit per minute for restricting personal freedom

Theft

  1. If they are about to steal, grab as many things as possible, and either
    1. keep holding them or
    2. bring them into a house/boat and close the door
  2. Start filming
  3. Inform them on camera that they are stealing and committing the crime of larceny
  4. Make sure others are also filming
  5. Continue asking for badge numbers - you have the right to do so!
  6. Issue hostile alert! In Liberlandā€™s mobile app, to attract other settlers to come.
  7. Subtract merits based on the approx. value of stolen things in LLM (1 LLM = 2 USD). Report complete list.

Robbery or Kidnapping

  1. Robbery: theft where they take something from you by force
  2. Kidnapping: where they carry someone or threaten someone that they must move (typically into a police boat).
  3. Start filming if possible; if not, shout that they are robbing you
  4. Continue asking for badge numbers - you have the right to do so!
  5. Issue hostile alert!
  6. Tell them loudly that this is robbery/kidnapping, a serious crime according to Croatian Law
  7. Call the police (112), report robbery/kidnapping in progress

Personal Requirements

  1. Legal necessities for entry (see Steps for Police Checks; e.g., Schengen Area visa, passport).
  2. Be sound of mind.
  3. Be above 18 years of age.
  4. Be in good health; undergo a health check before coming to visit us to make sure you donā€™t have any hidden conditions that might be triggered during situations of physical exertion or stress. Be prepared for hiking or biking and walking on uneven terrain.
  5. Prepared to spend time in nature. There are mosquitoes and other bugs in certain areas.
  6. Prepared for a time when you are relatively isolated with a group of people who might be strangers; you are asked to be a constructive part of the group, as this is a collective endeavour.

How to Enter

Entry / Visa Requirement

  1. You must have a valid Schengen Area visa or be a Schengen Area country resident (best option).
  2. You need to have any documentation that might be required at a border check into Croatia and the Schengen Area. The Ministry of Foreign Affairs or State Department of your particular country should have entry requirements posted online.

Before You Come

  1. Declare your trip by filling out the Visa Form at border.liberland.org.
  2. Transport: If you have a car, please consider sharing a ride with fellow Liberlanders.
  3. Documents: Bring your passport. Ensure you can enter the Schengen Area.
  4. Avoid: If going from Serbia and visiting the Batina border crossing, leave behind any Liberland memorabilia like flags or pins. Do not mention Liberland as part of your travel plans. Non-EU and especially US individuals should avoid this border crossing.
  5. Non-Schengen Area nationality? You must register your stay at the MUP up to two days after arrival. Recommended: on the first day. This is not so much for a stay in Liberland, which is not Croatia, but for your stay on Liberty.

The Last Few Kilometres

The final point on the maps provided, near Zmajevac, brings you to a small bridge heading south. Cross the bridge, and you will encounter Croatian border police. After you have spoken with them, they will give you directions and instruct you where to park your vehicle.
